There is an email with the following information on the Walters list:

Surname dictionaries suggest that WALTER is a Germanic surname which was
"normanized" in England after the Norman Conquest of 1066. The meaning
being roughly "rule army" or "rule people". WALTERS, which is much
commoner means of course, "son of Walter". WALTER apparently originated in
Kent and Sussex, Devon and Somerset, Lincolnshire, and
Oxfordshire. WALTERS features in the same areas as well as South Wales and
its Borders. WALTERS is also found in Scotland and Ireland, but whether
originating there or through the movement of families over the centuries,
is not clear.

In more recent times, there are regular instances of the two spellings
becoming interchangeable due to illiteracy of the name holders and poor
clerical skills of those making records.

There are also clear instances of WALTER families in the United Kingdom
whose origins were German immigrants to Britain. WALTER is an established
surname and Christian name in German; being found in most German speaking
countries such as Germany, Austria, parts of the Czech Republic, parts of
Switzerland etc.
